Criteria of Cybernetics in human society

The communication and computer technologies have been progressed very rapidly in the past and they will continue to progress with the higher speed in the future. However, research and development of human brain and human society will require much more complicated analyses. It will be difficult even in the middle of the 21st century to make complete control many actual systems. The criteria of cybernetics in human society must be considered in every practical system such as the ITS that stands for Intelligent Transport System, intelligent manufacturing systems and the Internet systems and so forth.
